A parking attendant has lost all kind of humanity while following the neurotic pace of a city life. A middle-age bachelor has no compassion towards old people nor young mothers. The pedantic parking attendant desires to rule the entire city. He strikes the parking tickets passionately to the car window. But there is a random truck that the parking attendant keeps coming across and a unique passion arises.
