Film studio Tallinnfilm reacts to the regulation by the Ministers' Council of the Soviet Union about promoting horse breeding in the Soviet Union. The documentary gives an overview about the present situation of horse breeding and the future persectives in the field. Filmmakers intervew people who work with horses. There are arguments for and against protecting the animals. However, the fact is that catering programme favors both small-scale industry and big industry - and especially gardening and agriculture requires horse keeping. Horse breeding is expanding in Estonia.
